The QCA has been working to rationalise the
qualifications in key Stage 4.
This will simplify them and create a coherent
and flexible framework, which will accredit students at any level, and facilitate
their successful progression through a range of pathways.

Only those qualifications with an externally assessed element approved
by QCA can be included in the framework.
Therefore Wider Key Skills, and the popular ASDAN awards, for example,
are not included at present, though this may well change.
Along with the NQF development is a parallel aim to include all
approved qualifications (ie. those appearing in Section 96) in school
and college performance indicators.

Such developments help schools advise pupils on their individual
action plans for progression through the various levels, they give
both pupils and teachers a long term view of the whole 14-19 phase,
allow all pupils to experience success, and should enable schools
to more closely meet the needs of pupils.
