The 14-19 Implementation Plan includes the commitment that all young people should be made an offer
of learning by the end of September after they complete year 11.
This is an important element of the
DCSF strategy for reducing the number of young people not in education, employment or training (NEET),
increasing participation, and the attainment of level 2 at 19.
The purpose of this agreement is:

to explain the thinking behind the September Guarantee and confirm the extent of the commitment
of the LSC, Connexions, Local Authorities and all Learning Providers to making it a reality;
- to identify the communications networks and key contacts regionally, sub regionally and area wide
so that best practice can be shared, all stakeholders can be consulted and the Guarantee can be
developed, implemented and evaluated;
- to set out a delivery model with key requirements in terms of milestones, local agreements and
actions, which will ensure that the Guarantee is implemented to the same standard across Hull and
the East Riding.
