Children's Trust Board
Role:
- To provide the strategic framework for Children's Services through the East Riding Children and Young People's Plan.
East Riding 14-19 Strategy Group
Roles and responsibilities of all the major groups involved in 14-19 education are outlined below.
Role:
- Develop strategic approaches to the planning and collaborative delivery of 14-19 education and training;
- Establish a set of annual priorities and an area wide planning cycle;
- Make recommendations on the local configuration of 14 to 19 education and training;
- Monitor and evaluate performance through self assessment processes;
- Provide a forum for sharing practice across and between local partnerships/consortia.

Local Area Partnerships
Role:
Local Area Partnerships will be charged with the implementation of National and Local Authority 14-19 Strategy through the East Riding of Yorkshire
Operational Plan and Local Area Partnership plans, under the direction of the Local Authority Executive and Officer Groups and advised by the 14-19 Strategy Group.
- Promoting a learning culture in the local area
- Developing innovative ways of Partnership Working and the delivery of the 14-19 Learner Entitlement in the Local Partnership area
- Expanding the availability of learning opportunities in the local Partnership Area
- Commissioning the production, review and evaluation of Local Area Plans in support of the Local Authority Education Plan
- Rationalising and quality assuring the existing provision of education and training in the area
- Integrate any wider Strategic Area Partnership recommendations into action plans and other activities

Partnership Schools and Colleges, WBL provider representative, Connexions, Humber EBP
Local Area Partnership Executive Groups
Role:
- Auditing, developing and extending the 14-19 Learner Entitlement across the partnership, including the management of Diploma provision, Young Apprenticeships, Foundation
Learning, and GCSEs and A levels;
- Setting appropriate targets based on relevant local and sub-regional data;
- Agreeing a local funding plan to support the development of Diplomas;
- Improving the success rates of learners;
- Providing appropriate and impartial guidance to learners;
- Widening provision and access to a range of learning opportunities;
- Coordinating and quality assuring the delivery of collaborative learning provision;
- Reporting to the board on the progress of the plan;
- Developing and monitoring the agreed protocols between the 'student supply' organisations i.e. schools, colleges, other education and training providers;
- Setting up of further task groups as appropriate to take forward specific aspects of the 14-19 Local Area Partnership Development plan.
Membership:
Curriculum Managers in Partnership Schools and Colleges, Connexions, Humber EBP, WBL provider representative.
14-19 Action Group
A sub-group of the 14-19 Strategy Group.
Role:
- Developing East Riding wide approaches to the planning and collaborative delivery of 14-19 education and training for Strategy Group approval;
- Acting as a working group and focus group for the development of Diploma entitlement;
- Providing operational support to the Strategy Group on the 14-19 reform agenda;
- Providing a forum for area wide planning and development of processes;
- Advising the Strategy Group on progress in the delivery of the reform programme;
- Providing a forum for sharing practice and developing approaches across and between local areas and Diploma consortia.
Group to meet as and when required.
Representation from each LAP and sector.
