'...secure the best possible outcomes for all groups of children and young people in all schools. ' - Philip Holmes, Assistant Director, Children and Young People Services
Policy for School Review and Improvement
We are pleased to present our revised policy and procedures regarding how we fulfil our responsibility to monitor, challenge and support our schools.
Building on the good achievement of children and young people in our schools is a key priority and the
intention of this policy is to secure the best possible outcomes for all groups of children and young people in
all schools.

In order to achieve the best outcomes the respective roles of schools and the local authority need to be clear.
This document supersedes previous guidance and reflects the proposals set out in the Education and
Inspection Act 2006.
This Act gives local authorities an enhanced role in securing school improvement through a more clearly defined
process for challenge and intervention.
This new policy takes into account changes to the Ofsted inspection framework, the establishment of the School
Improvement Partner (SIP) programme, the Financial Management Standards (April 2006) and the new Statutory
Guidance (May 2007).
This policy has been revised following consultation with headteachers, governors and professional associations.
At the heart of the policy is a commitment to working together in partnership based on a mutual accountability
and shared responsibility for achieving the very best possible outcomes.
The policy recognises that it is teachers, headteachers and governing bodies that, with support and challenge
from the local authority, have the primary responsibility for ensuring good outcomes for children and young
people within individual schools.
The operation of the policy and procedures will be regularly monitored and evaluated through the Headteacher
Advisory Group and the Children, Family and Adult Services Directorate.
