Advice to schools following the union decisions re the KS2 English and maths tests
1. Not withstanding any actions which primary Headteachers in the East Riding may or may not take in relation to the boycott, it is highly likely that the national database of
test results will be compromised.
2. It is therefore even more important this year to have accurate, reliable teacher assessment.
3. The LA recommends that schools currently using APP should base their assessments on the data from this. All schools should base their assessment on the current consistent
performance of each pupil in each subject and not solely on the basis of a one-off test or series of tests.
4. As seen on the accompanying flyer (available to download below), we would like to support any schools in considering a small sample of borderline level writing and maths as exemplars, if this would be
useful. Please apply in the normal way for CPD.
5. If you have any concerns or would like any further support, please contact Sarah Smallwood in the Data and Assessment team:

OPT5 Project Interim Report
This has been a very successful research project that is likely to have far-reaching implications. The schools involved used optional
Y5 mathematics tests in January 2006 and were provided with analysis feedback in February with support from the LA's CFAS Performance
Team, Assessment Co-ordinator, and Primary Strategy consultants.
941KB The OPT5 Research Project - Changing the timing of the optional Y5 mathematics test and using PAT question analysis to inform teacher assessment judgements as an ongoing process.
Teachers were encouraged to re-design/plan their teaching, based on the
findings, to meet the individual needs of pupils. The findings are included in this interim report and the final impact will be evaluated
summer 2007 when these pupils receive their Y6 SATs results.
' Thanks for organising such a relevant and useful project.'
' This is a very valuable project...definitely worth rolling out...we are considering the use of similar analysis of optional SATs for all KS2 classes as a way of diagnosing problems and planning ways forward.'

NQT Programme for 2008-09
As we begin the new school year, may I offer the following information around the NQT programme for this year:
Regulations
Can I please remind you that the new regulations and guidance for NQTs have now come into force. These can be consulted at www.eriding.net/educators/nqt.shtml
Professional Standards
Also on this page you will find the outcomes from the NQT Induction tutors' conference in July, when colleagues arrived at an interpretation of the kinds of behaviours that would be observed or heard from NQTs who are meeting the standards. This session was led by Jane Pow, and the returns were collated by the Benjamin Curtis Foundation They provide a useful aid in arriving at your assessments.
108KB Interpretation of Core Standards
Mentor Training
For Mentors who were unable to attend the July meeting, or who have learned that they will need to be mentors recently, there will be a repeat of the Induction Training on September 18th, 9.15 - 12.30 at Willerby Manor. May I once again remind you that no-one should undertake mentoring without having attended an LA breifing. If you need to attend this meeting, please e-mail Janet Baker to reserve your place. There is no SLA charge for this, and, as an addiitonal event, it does not appear on the CPD Prospectus.
NQT Registration and Professional Development
We would be grateful if you could return NQT registration forms at your earliest convenience. (These can also be found on the eriding NQT page (See above). This will enable us to release your funding for professional development. Any NQT whose work in your school will equate to one or more terms of continuous service, irrespective of the portion of the week worked, should be registered for induction. Please note that a full term can be split across two terms (e.g. October - February).
Attendance at training events which are designed especially for NQTs is free of SLA charge. These all include "NQT" in the course title on the CPD Prospectus. If an NQT attends a training event not designated specifically for NQTs, the SLA charge will apply. I would remind you, however, that you can use some of the £1000 per term allocation per NQT to fund this. Teachers in their second year of teaching (sometimes called R(ecently)QTs) will also be welcome on the Benjamin Curtis programme, which is being offered this year in a modular format in three locations around the Authority. This follows the successful piloting of this format in the north area last year. RQTs attending this programme can do so without SLA charge.
Assessments
The DCSF is changing the assessment forms for this year's intake, and recently sent out drafts to LAs for consultation. If you have an NQT who is part-way through induction, and whose assessment process falls before the end of this term, please use the existing forms (2007 standards) which are on eriding. For all new starters, we expect the new forms to be available before the end of term, but I will contact you again when they become available. May I remind you that in each assessment period there is now a minimum expectation of:
- 2 lesson observations with formal feedback;
- 2 formal meetings with the Induction Tutor to review progress;
- 1 separate assessment review meeting at the end of the period.
The NQT Induction Day will take place at Tickton Grange from 2.00 on September 24th. As last year, there will be a session from 2.00 - 4.30; Tea will be served between 4.30 and 5.30 when official welcomes will take place, and the afternoon session will be repeated thereafter, closing at around 7.00. NQTS will have the option of attending either from 2.00 - 5.30 or from 4.30 - 7.00. We would be grateful if they could indicate in their reply which session they prefer. Both sessions will explain the Induction process and describe opportunities for professional development available this year. SIS colleagues are invited from 4.30pm.
In spite of the very high numbers of NQTs in the Authority last year (194 in total), and in spite of one or two temporary concerns, all but one finished their year and none was unsuccessful in meeting the standards. This is a remarkable achievement and one for which, on behalf of the LA, I would like to congratulate all NQTs and their schools and thank you for all the hard work and effort you have put into supporting your NQTs through this demanding process.
As always I will be pleased to receive any comments you may wish to make about any of the above issues.

Pupil Referral Unit Proposed Changes
The Government has produced a white paper on pupil referral units and additional forms of alternative educational
provision.
Alternative provision is for children who cannot be provided for by mainstream or special schools.
Councils are legally required to make provision who are permanently excluded from school.
The White Paper (Back on Track) aims to modernise alternative provision and recommends schools make more use of it
as a way of turning around lives of pupils at risk of permanent exclusion.
Back on Track sets out a number of proposals which include 10 pilots, delivered through voluntary and private sector
organisations to test new forms of alternative provision.

New School Inspection Regime
Ofsted has produced the first details of its new school inspection framework.
This is due to begin in September 2009 and schools will be able to expect no notice inspections, increased influence
from parents and pupils, and schools failing to impress inspectors will be scrutinised more closely.
The school will also possibly be accountable for their pupils wellbeing.
The proposed inspection regime includes:
- increased focus on the wellbeing of learners and the quality of teaching and learning;
- schools being judged as satisfactory or inadequate would be inspected every three years, schools judged as good or outstanding, every six years;
- good or outstanding schools would be given a short "health check" report in the intervening years;
- schools would be subject to no notice inspections;
- the views of parents and students would be surveyed and may be used to bring the school inspection forward;
- reports would state whether or not a school is good value for money.

Schools Physical Activity Policy
The Sport and Play Development Service have produced a guidance on writing a physical activity policy.
This is basically a statement of intent about how a school proposes to address physical activity issues.
It offers the opportunity for a school to create a formal commitment to the health of both teachers and pupils.
It is an important document to have in place regarding for OFSTED inspections and in relation to gaining national
Healthy Schools Status.
The schools physical education policy can form a sound base for a physical activity policy.
The Policy has been sent to all schools for their use if required but if help is needed in writing the Policy, then
the schools and young people team can help support.

UK Ultimate Leaders' Workshop
The latest UK Ultimate Leaders' Workshop saw 13 Teachers and Coaches from East Yorkshire take part in a three hour workshop, which involved:
- an introduction to the rules;
- basic frisbee skills - backhands, forehands, catching, pivoting and marking;
- some practice drills;
- and game-based practice.
Ultimate is a fun, non-contact invasion game that incorporates aspects from other team sports such as american football, netball
and basketball.
The game is played using a disk or frisbee where the object of the game is to score a goal by the attacking team completing a
pass to a player standing in the oppositions end zone.
The aim is to try and engage more young people in sport and physical activity by providing new alternative activities within
and outside of the school timetable.
If you are planning to introduce ultimate in your school/area, or would like to know enough about the game to just consider whether
to do so, then this course is for you!
The course has been kept deliberately simple and is entirely contained within the three hour session.
It is intended to give you enough information to get started.
If you are interested in the workshop or would like further information regarding ultimate then please contact:
