School Improvement Programme 2002 -2007
The school improvement programme is the core of the Educational Development Plan (EDP).
It identifies the LEA,s priorities for school improvement, and how these have been identified.
The school improvement programme lists the activities
designed to address both the areas identified through a local audit
of need and the national priorities.
The school improvement programme for the East Riding of Yorkshire
Council has been arrived at after extensive consultation with Headteachers,
governors and other stakeholders.

The programme addresses the five national priorities:
- Priority 1 - Raising attainment in Early Years and Primary Education
- Priority 2 - Raising attainment at Key Stage 3
- Priority 3 - Raising attainment at Key Stage 4 and post 16 education
- Priority 4 - Tackling under-achievement & narrowing the attainment gap
- Priority 5 - Support for schools causing concern
In addition, there are three local priorities:
- Priority 6 - Support for Teaching and learning
- Priority 7 - Inclusion
- Priority 8 - Creative aspects of the curriculum
Priority 1 - Raising attainment in Early Years and Primary Education
In order to raise achievement in the Early Years and Primary Education,
the School Improvement programme will animate the following objectives:
a) To raise standards of Literacy and Numeracy for all pupils at
Key Stage 1 and 2
b) To develop language within creative contexts
c) To develop cross curricular approaches to writing
d) To develop the use and application of mathematics across the
curriculum
e) To raise teachers expectations of what more able pupils can
achieve
f) To develop learning through purposeful play
g) To establish a smooth transition between foundation stage to
Key Stage 1 and 2
h) To recognise the opportunities within the foundation stage for
developing childrens literacy and numeracy skills
i) To develop creative thinking and communication skills
j) To assure equality of opportunity
k) To embed ICT within all curriculum areas
l) To support the implementation of assessment strategies
m) To promote a primary curriculum that is relevant to, and meets
the needs of, all pupils.
Priority 2 - Raising attainment in Key Stage 3
In order to raise achievement in Key Stage 3, the School Improvement
programme will animate the following objectives:
a) To ensure that schools have effective strategies for transition
and intervention
b) To raise standards across the curriculum in Key Stage 3
c) To challenge and support teachers:
to understand how children learn and develop their thinking in
different ways
to understand how teaching styles and classroom pedagogy impact
on pupils learning
to develop creativitiy and ICT to enhance learning across the curriculum
d) to raise expectations of what pupils can achieve for teachers,
staff, parents and pupils
e) to develop pupils as increasingly independent learners:
literacy within the English department
literacy across the curriculum
numeracy within the Mathematics department
numeracy across the curriculum

ICT
Teaching and learning
f) to share good practice across all secondary schools
Priority 3 - Raising attainment in Key Stage 4 and post 16 education
In order to raise achievement in Key Stage 4, the School Improvement
programme will animate the following objectives:
a) to develop 14 19 curriculum models that meet the learning needs
of all pupils
b) to raise standards across the curriculum in Key Stage 4 and
post-16
c) to promote and support effective progression between key stages
d) to raise teachers understanding and expectations of what students
can achieve and how they can achieve it
e) to help teachers manage the impact of the e-curriculum
f) to identify and disseminate good practice
Priority 4 - Tackling under achievement and narrowing the attainment gap
In order to tackle underachievement, the School Improvement programme
will animate the following objectives:
a) to improve attendance, in particular to tackle issues of condoned
absence
b) to improve behaviour through improved levels of support for
staff in managing behaviours that inhibit learning
c) to support teachers in developing inclusive approaches that
maximise the opportunity for all pupils
d) to ensure that schools are aware of, and have access to sufficient
advice and support to enable them to be proactive in offering a
curriculum and learning environment that is sufficiently varied,
taking into account the needs of all pupils
e) to support the progress of individual pupils of both genders,
all abilities, minority groups and ages by further developing skills
in assessment, target setting and monitoring
f) to increase the time provided for those pupils who are educated
at home because of medical reasons *

Priority 5 - Support for schools causing concern
In order to provide support for schools causing concern, the School
Improvement programme will animate the following objectives:
a) To develop criteria to identify schools causing concern
b) To provide well-focused LEA support for schools causing concern
c) To develop the quality of provision, support and guidance in
the use of management information
d) To support governors in the effective fulfilling of their roles
and responsibilities
e) To develop skills of whole-school self evaluation
f) To promote strategic improvement planning and its effective
implementation
g) To develop a five year recruitment and retention strategy for
East Riding schools
Priority 6 - Support for teaching and learning
In order to provide support for teaching and learning, the School
Improvement programme will animate the following objectives:
a) to develop understanding of relevant research and development
about how different groups of pupils learn
b) to promote a range of teaching and learning strategies to raise
standards across the curriculum
c) to promote the development of positive contexts for learning
d) to promote the skills of classroom based action research
e) to identify, share and celebrate good practice
Priority 7 - Support for inclusion
In order to provide support for inclusion, the School Improvement
programme will animate the following objectives:
a) to support all schools in removing barriers to progress and
to narrow inequalities in achievement between advantaged and disadvantaged
pupils by:
- reducing exclusion
- raising attendance
- addressing strategies for effective management of pupils emotional and behavioural difficulties
b) developing greater awareness and understanding of inclusion across
schools and other agencies to promote effective strategic management
of inclusion
c) to support teachers and teaching assistants in developing and
using inclusive approaches which enable all pupils to access opportunities
to achieve the highest possible standards
d) to support schools in combating racism
e) to identify, disseminate and support good inclusive practice
by special schools in developing effective links with mainstream
schools, and to promote their contribution to an increasingly inclusive
education system
f) to work in partnership with parents and specialist agencies
in identifying and responding effectively to childrens special educational
needs
g) to implement the LEAs statutory responsibilities under the SEN
Code of Practice and the Special Educational Needs and Disability
Act 2001
h) to ensure that schools are aware of and able to implement the
SEN Code of Practice and the Special Educational Needs and Disability
Act 2001
Priority 8 - Support for creativity in the curriculum
In order to provide support for creativity in the curriculum, the
School Improvement programme will animate the following objectives:
a) To build on relevant research in practical curriculum approaches
to the development and release of pupils creative potential
b) To extend the positive influence of creative approaches across
the curriculum in both the Primary and Secondary phases
c) To promote creative approaches to learning through curriculum
planning and provision
d) To continue to promote the good practice of using creative contexts
for learning to enhance the quality of teaching and learning
e) To identify, develop, promote, and celebrate good practice in
creative approaches to teaching and learning in the Creative Arts,
Performing Arts and Design and Technology
